Norfolk's JSNA manager is working with information teams in Public Health and the County Council to develop a number of products to support CCGs, both in their commissioning plans and the authorisation process. This includes profiles about: Health and wellbeing, adult and children social care, drug and alcohol and equality and diversity.

The New NHS - Commissioning and governance structures

    On the 1st April 2013, the Health and Social Care Act 2012 came into force and introduced a number of key changes to the NHS in England.

    This act radically changed the way in which the NHS is structured, its accountability, funding arrangements and working relationships.

    These changes included:

    • The formation of Clinical Commissioning Groups (CCGs) – groups of GP practices and other professionals having “budgets” to buy care on behalf of their local communities.
    • The formation of NHS England, formerly known as the NHS Commissioning Board.
    • The establishment of Public Health England to protect and improve the nation’s health and wellbeing and reduce inequalities.
    • The Upper tier and unitary local authorities taking on critical public health responsibilities and setting up Health and Wellbeing Boards.
    • The changing role of NICE to include publication of social care guidance and quality standards to bridge the gap between health and social care services.
    • Review of the role of Monitor within the NHS.
    • The shift of all NHS trusts to foundation trusts.
    This report attempts to outline and discuss the current roles and responsibilities of these bodies.
